Moneybookers scam? It doesnt have a good intention

I'm fed up with Moneybookers.

I know there is a risk with using a service like Moneybookers, so I tried uploading a small fund first. The first withdraw, of about $500, worked OK.

That was why my confidence grew. I began to have more money on Moneybookers, but the problem began when I tried to withdraw the money (there is never a problem with uploading money to Moneybookers of course)

I tried to withdraw the money in early September. In which it suddenly asked me to verify using one of two methods.

The first method is transferring a small amount (less than $15) to my bank account, and then see the 'verification code' on my bank statement.
That took 3-5 days because I'm overseas. After the wait, to my disappointment, there is no 'verification code' whatsoever on the transfer they did. I lost about $2.50 here.

The second method is verifying a credit card, which it says it's gonna be 'instant'. Dont be fooled. The credit card itself must be verified, which cost another $2.50. And again, there is no 'verification code' whatsoever on the credit card statement after I did.

So I called Moneybookers, which of course cost me a lot of money to do since I'm overseas. They say they will verify the bank account if I sent them a scanned copy of bank statement.

I did, and days passed without any response but a new ticket sent to my email. It asks me to send about 9 (yes, nine!) supporting documents to verify my account.

I immediately called them. They say they have the right to ask documents before verifying my account. It's in the fine print of the policies when customers register. I think it's bullshit. They are just trying to make it easy for us to upload fund to them, and make it extremely difficult for us to withdraw money from them. If they need those documents now, why not tell us upfront when registering for a Moneybookers account? I think it's much better to ask for all documents upfront, and we send them everything, and they tell us "OK you can now use the account".

But OK, I sent them all those 9 documents. A week has gone by without any response. So I called them again 2 days ago. The customer service, she said her name is Denitsa, said that she will respond within hours or at the latest by her end of working hour. She even ask my cellphone number. But no email or phone whatsoever.

So I called them again yesterday. This time I got redirected to their 'Merchant Services' department. The guy said that he apologized for the delay and he will process the documents asap and send me an email within 1 hour. Nothing comes up even until now.

I have to call them again this afternoon (morning their time). I am just fed up. People are saying that Moneybookers is scam. But I think they just dont have the goodwill, by not being transparent upfront about their policy of withdrawing money. They make it extremely easy to upload funds, but extremely difficult to withdraw fund. In the process it costs us customers a lot of money (including long distance call charges), a lot of time, and God knows how Moneybookers use our money in that period.

This is absolute nonsense , you didn't read it .. The $2.50 they charge to your credit card is A:) refunded after 30 days if you fail or don't go through with it, or B:) put in in to your account. When I verified my VISA they drew $1.39 and 2 days later when it showed up in my statement I verified it and MB started my account with $1.39 balance.. No loss either way they give you the money.
